This one sounds more like "Maggie at the Spinning Wheel", but, when played slowly, it does sound a bit like a lullaby.

Chords are from from Traditional Music, UK, which considers the tune to be Scottish. But it is in O'Neill, and that is pretty firm evidence for Irish.
